Yeah sorry about that DM. Even in it's heyday we got relatively little info on the plots behind Living Greyhawk unless it was in a regional gaz or supplemental articles on Wizards.
As to the question. When RtT first came out I used it every shred of it. As I recall Rary was keen to get the crown but the PCs never let him and I don't remember if the crown got destroyed, but if it was I think the sourcebook says the reversion of the Bright Desert takes time.
In the meantime, with out a Scorpion Crown to go after Rary is free to pursue other wizardly schemes. IMC he founded/joined an arcane group I created called the High Ring who advocated the wizard class rule and control all magic in the Flanaess. Think of it in real world sense akin to gun control and class warfare. For magic hungry players, this turned out to be a MUCH uglier storyline than anything in Rary the Traitor.
