    Actually I was thinking Cone of Cold and saying chill touch duh.. But I think you got what I mean in both second and first edition this happened often don't know enough about the newest edition to comment but it seems to at least try and contain the power of spells.

    For why and how the spell was created, you should have looked at the introduction of the spell just under then name"Cebrion" at the top of the page.  The intro is very simple, but then again, sometimes ther reasons for things are very simple. 

    The creator of the spell, a pc of my own, created the spell for exactly its stated uses.  The pc always wanted to invade some fortified tower or castle, but never got the chance to do so until reaching Erelei Cinlu.  Multiple lesser family compounds were wiped out by he and his group, before continuing on towards the Fane of Lolth.  At his height of ability he was a mage 11/thief 13 (2e rules), and a very dangerous individual to be on the wrong side of.  Very meticulous, patient, and a good planner, he set up many an ambush/attack scenario.
