What I meant was that every tribe has the chance to rise or fall within the clan. Individual hobgoblins are stuck in their position within the tribe, but tribes within a clan are often fighting to improve their status within the overall clan, and their chief's position on the clan council. Both chiefs might be part of the Council of the Tearing Claw, but one will have more status than the other when the council meets.
Should their fortunes in battle change, however, the status of the two chiefs might change,. Then the chief that used to have less clout on council might gain more, while his counterpart that had more status would lose it. |
