If there is not point to this thread other than exemplifying the original poster's moniker, I may have to delete it. The obvious answer to the original poster's question is of course to acquire a copy of the Best of Dragon III via e-bay, used book stores, gaming websites, etc. Next time, try a simple Google search:
http://www.google.com/search?hl=en&q=Best+of+Dragon+III&aq=f&oq=
As you can see, it works quite well. If you are instead cheekily asking how you can get a copy of this material on the sly, that is against the rules here and is a surefire way to being banned.

Yes. The article in question, "He's Got a Lot to Kick about," originally appeared in Dragon #53. So you can also get it there.

Sorry about an unintention breaking of the rules. I am just getting back into D & D after a long absance & was wondering if an of the old material from year ago was public domain now. I guess it was a cheekily asking how you can get a copy of this material on the sly, that is against the rules here and is a surefire way to being banned but no malice or bad intent was intended. I will be careful in the future and my apologies

That article should be in the public domain in 2076, assuming the law doesn't change before then.
