Telchur in Dragon 265

Does anyone have Dragon 265 with the following article:

Dragon #265, p.56
The Oeridian Lesser Gods (III), by Andy Miller
Telchur and Rudd make up the final installment in the series

If yes, could you give me some info on Telchur? Class build, special abilities and such?

His avatar's a Fighter 25/Mage 15. He carries Vexxin, a battle axe +4 +4d8 cold damage (frostbrand +8 vs. fire creatures, projects a cone of cold effect) made of solid ice, a broadsword+2 called Issai (which freezes people), and a great club+1 (+4d8 cold damage, wall of ice effect) of bronzewood.

Telchur's avatar gets a gust of wind effect once/round for 10d6 damage, can create an ice storm at will, is immune to cold, can create storms nad blizzards at will, can make it cold but will, covers the ground with slippery ice in all but the warmest of climates.

Telchur also manifests as a particularly harsh storm or the face of a bearded man in frost.
