I'm a big fan of bases of operations. In T1, Hommlet is just as interesting as the Moathouse. In L1, Restenford is almost as interesting as the entire sandbox outside of Restenford, and more interesting than the dungeon under the baron's castle. In L2, I like Lake Farmin ("Garrotten") simply as a place where people live as much as a place of "adventure". Even the Keep in B2 is interesting, once it's fleshed out.
I'm not aware of a lot of dedicated background like that for the Bakluni lands, even from Living Greyhawk (at least not in the public domain). The lowest level adventure I could find was "Racing the Snake" (Dungeon #105), and that's a 6th level adventure, largely glosses over what happens in Ket, and is mostly a trek through the Yatils ending in Highfolk. For lower-level adventures, or a base of operations, there's nothing I'm aware of, other than this:
Gaz 3 The Emirates of Ylaruam has a detailed village of about 400 people. It is BECMI, and is VERY Arabian, but it could be useful.
Gaz 12 The Golden Khan of Ethengar has a short Mongol themed adventure for 2nd level characters, suitable for tweaking for the Tiger or Wolf Nomads or Ull.
Then there is Al-Qadim for later AD&D 2E. Even more heavily Arabian, though a bit more detail on some side areas. It has a few segments for low level adventures of 1-3 in some of the adventures, namely:
ALQ3 A Dozen and One Adventures
ALQ4 Secrets of the Lamp
ALQ6 Corsairs of the Great Sea
ALQ8 Cities of Bone
All of these are segments of larger adventures, so would need some tweaking to be run independently.
I do not recall a small starting village in the AQ material, but there may be one. Most of the material focuses on starting in big cities and then heading into the wilderness.
...I'm not against conversions (sometimes, I get a kick out of doing them), but you'd think there's be something.

-I'm not against big towns or cities as a base. I guess the communities that stuck out in my mind tend to be smaller. For example, I've never DMed it, but the Greyhawk City info' is nice, and would be a great place for the PCs to hang out and have adventures where they don't kill everything in sight. Polvar is a decent sized town, but didn't get much detail in "Racing the Snake". Missed opportunity.

-Near the end of the time I was finishing a 63-week Arabic class, four of the students convinced The Powers That Be that playing Al-Qadim would reinforce Arabic language and cultural studies, so during self-study periods they were allowed to play. Done right, sure. While I was reading the dictionary and studying my verb forms, the party, camping at an oasis, got attacked by a bunch of something or others.
