Barbarian mercenaries

I know it's probably nothing relevant, but reading the brief history of the Flanaess in the Greyhawk Folio I came up with this line

a large force was gathered to suppress the newly lndependent kingdom, when a coalition of Fruzt, Schna and mercenary barbarians mounted a major foray into the Aerdi North Province

What might have been those "mercenary barbarians" mentioned here?
Like said before probably nothing special, but I love digging in these details :)

A few non-mutually exclusive options:

The mercenaries barbarians could have been employed by the Great Kingdom and subsequently betrayed them when they saw an opportunity (think late Roman mercenaries) to raid with their fellows.

They could have been hired Cruski.

They could have been whoever the Coltens were, the previous inhabitatns of Stonefist.

They could have been hill or mountain people in the Rakers or Flinty Hills.
