No queen was ever in leading Keoland. It has almost always been a member of House Neheli or Rhola, with just a couple of exceptions.
During Living Greyhawk, there was the few brief moments in time where Jessa, one of King Kimbertos Skotti's daughter was acting a regent during the time between his death and he was brought back. That is as close as Keoland has come to having a female on the throne,
