Looking thru the wiki:
"Dagon is an obyrith demon lord, also called Prince of the Depths. As one of the oldest demon lords in existence, Dagon is said to possess vast and forbidden knowledge... He is allied with the evil archomental Olhydra, and the two may have spawned twin daughters."

Googling around:
"According to Dragon 347, Olhydra has also reproduced with the Obyrith Lord Dagon, bearing twin daughters."

Were they ever written up?

I don't think so. They were only mentioned briefly, and only as a rumor.

You might be interested in the Blue Coven, though, mentioned in the Planescape accessory The Inner Planes (page 56). The Blue Coven are a trio of sea hags who once attempted to summon and command Olhydra. Although Olhydra overpowered them, she admired their moxie and transformed them into her servants. Their personalities have since merged into a single entity with three bodies. "This has enhanced their spellcasting ability and made them among the most powerful examples of their kind anywhere in the multiverse."

The BBEG in my game is an amalgam of three hags that now share one body:

As for the twins, stat-wise it'd be easy enough to make them demonically infused (Dragon #285) waterveiled assassins (MM4). But with two baddies for parents, I'd be tempted to make them more unique.

For anyone who's familiar with the CoC scenario "Still Waters" from Great Old Ones, I think the sister thralls of Cthulhu behind the "Old Bill" legend would be a great fit here.
