The word "elemental" in it obviously refers to the evil aspects of the four elements that are allegedly worshipped there. That being said, I could well imagine neutral or good elemental temples.

I use the random encounter tables that are provided in the WoG Boxed Set for wilderness and outdoor encounters. They're still the best for Greyhawk adventuring IMO.
