If not, does anyone know of someone who would have the skills to put such a thing together, or an open-source program that could be used as a template?

The Greyhawk boxed set has rules for rolling for weather. I was also thinking that maybe if you associated an Oerth location with an Earth location that you could use the Earth's weather records as your Oerth weather generator.

Here's one. It's pretty good, but it doesn't include wind speeds or "special" weather, so I still do it the old-fashioned way.

Dragon 68's "Weather in the World of Greyhawk" by David Axler, which featured the original article that was later incorporated into the 1983 boxed set. Thanks guys, the D68/WG0 weather rules, were the ones that I was thinking of, and I was wondering if there was an online generator out there.
The link provided by DMPrata seems to be the genuine article, although it could do with some expansion.
I tried clicking on the Tomi link, but I got a mssg saying no internet connection : does anyone know how to contact this guy?
