The southern-most of the North Kingdom's sea forts that overlook the Sea Barons, is known by the name Peacecraft Gaol. The cliffs beneath the fort are hollow and are home to Peacecraft's infamous Underwharf, a place where daylight has no role for the place is truly sunless. A stone pharos is the oldest example of architecture in the Underwharf.
The Underwharf is home to two factions: men loyal to House Naelax who hold the western portion of the wharf, as well as the passage to the gaol itself, and indigenous sahuagin who surged up from the sea one night to occupy the eastern waterfront; also purging it of all artificial sources of light .
The men who live in the Underwharf are the dregs of the North Kingdom army. Only particular types can thrive in such places. Two acolytes of Xerbo dwell among these men, as well as a number of uncivilized halflings who live in among the gaolers' mastiffs.
The last true path between the two areas of the Underwharf was severed by men from the gaol who purposefully destroyed the connecting-stairway. Many valuable objects were in storage when the waterfront was overtaken by the sea devils. Unwanted by them, these items may stay packed as cargo for a long time, for any man who enters an abandoned structure will surely be killed.
The men and sahuagin accord with each other enough that torch-bearing men-in-arms can safely reach the waterfront unmolested. The sahuagin aren't looking for a fight, and appear to be as equally exempt from their own kind as the gaolers are from theirs. The sahuagin do not cross into the western area, and the men who cross over to the waterfront do not enter any of the buildings, and always carry a great deal of torchlight.
