Van Richten's Guide to the Lich states that a would-be lich must drink their potion of transformation on the night of a full moon for the ceremony to be effective.
Of course, Oerth has two moons.
It's possible that any full moon will do, in which case I think the Blood Moon should offer the lich a bonus to the saving throw that determines whether it dies forever or returns as an undead horror. In that case, should other dates offer penalties? Or maybe different moons create different kinds of liches?
Or, alternately, maybe it only works during the night of the Blood Moon.
I like the idea of a variety of Liches and enhanced Liches. Variety also makes playing more interesting and it keeps PCs from getting overly comfortable.
