So, i'm trying to put together a canonical list of individual Drow that have been encountered on the surface of Oerth. So far I have:
Eclavdra Eilservs - Interplanar Supreme Drow mistressmind, originally encountered in the King Snurre's Halls.
Edralve - Eclavdra's protege and Slave Lord of the Pomarj.
Jawal Severnain - the head librarian at the Wizards' Guildhall in the City of Greyhawk.
Tysiln San - First Protector of the Valley of the Mage.
Clannair Blackshadow - member of the Shapechangers gang in Greyhawk City. Vecna Lives! page 29; City of Greyhawk: Feuds, Folks, & Factions, 52-54,76; From the Ashes Campaign Book page 11.
Derken Gale - City of Greyhawk: Gem of the Flanaess, page 87.
Leda - Eclavdra's clone. Sea of Death by Gary Gygax, etc.
Albion Aalkrost - A diviner allied with the necromancers in WG12 Vale of the Mage.
Dirass - A drow ambassador in the Temple of Elemental Evil. Return to the Temple of Elemental Evil, page 127.
Maracla - A drow ambassador in the Temple of Elemental Evil. Return to the Temple of Elemental Evil, page 127.
Landis Bree - WGR2, page 75. A mage dwelling in the City of Greyhawk.
Daneel Aleval - The Doomgrinder, page 31. Member of the Circle of Darkness. Elanal's husband.
Elanal u‘Rehahn - The Doomgrinder, page 32. Member of the Circle of Darkness. Daneel's wife.
Kaquizel the Snake - A renegade drow wizard who serves Iuz. Iuz the Evil, page 17, 91, 98. Enemy of Kermin Mind-Bender.
Gleodites - Dungeon #118. Liason to the hill giant Velikar.
Derakhshan - Dungeon #119. Former consort to Eclavdra.
I haven't indexed the post 2003 material so better safe than sorry.

Im not sure what you mean? As you can see some early named Drow from the GDQ series were used in late '90s modules. Im not sure what others may have been used in Dragon or Dungeon. Im not sure who was used in Living Greyhawk.
Better to have a list of all the named drow that might have been used rather than miss some because I stopped indexing in 2003.
Jason, I mean that the point of the query is to narrow the list of all the drow to those that have actually interacted on the surface of the Oerth....So giving an incredibly long list of drow that have appeared in canon sources (up to 2002) does not tell me whether they fall into the category I’m interested in (I.e. those that have interacted or lived on the surface, such as Eclavdra, Edralve or Kaquizel)...

There is the raw data. First step in compiling your list.
Jason's index is very useful. Most of my additions above came from looking through it and checking to see which ones were above ground. I ignored the ones sourced to D3, Q1, Dragon #298 and #300, and DG (Dead Gods) because all those sources refer to the Vault of the Drow.

After reading your initial list, Kwint, I thought of Belgos (drow vampire). I noticed that Jason's index does not include a reference to Dungeon Magazine #119, 'Wrath of the Abyss'. This adventure puts Belgos (and Silussa) in a cavern very close to the surface of the Oerth, from which it may be assumed they venture forth onto the surface on ocassion. Thus, Belgos, being a drow vampire, may indeed be seen on Oerth's surface at a date following the events of D3, Vault of the Drow.
I was considering the drow in Shadows Over Istivin as not yet surfaced with the exception of Gleodites. I think the five ebon skinned Elven corpses were the primary actors in Istivin for the EEE drow...
