    I thought the format did an excellent job providing an interesting background for the various NPCs presented within.  It is open-ended enough to allow each DM to take the adventure in any direction s/he desires as well as having complete flexibility with respect to levels.

    This is definitely not a lair. It is, however, a potential side trek for pc's visiting Kisail.

    Adventures and scenarios' that I write for my campaign always feature heavily detailed npcs with a fair amount of back story. This has always served to make me, as DM, play them "in character" and not just have them behave like dog food for the pc's weaponry.

    My mantra has never been location, location, location but character, character, character.
