Hmm... I remember now that there are two different takes on the Urflan. One, which you are apparently using, is that the Ur are a particular tribe or family group of tribes. The other, which I was assuming, is that they are flan of all tribes that subscribe to the belief that the gods are all self-serving tyrants who enslave mankind and that mankind can get along fine without them.
