Not much different from a wizards time to memorize a spell. Wizards need 10 minutes per spell level. Crafting often involves carving or chiseling a rune then tracing it with an ink and blood mixture. These things take time hence the slight boost in hp yet slower progression of rune lore. Besides one added bonus the rune caster has over other spell casters, he does not cast the rune he simply releases the energies much like one invokes a magic item.
The other bonus if a rune caster shares how to invoke the rune he can have a non-rune caster use the rune he has crafted. Not all runes allow this but most can release their magical energies if one performs the unlocking ceremony correctly. Note the non-rune caster does not gain rune lore nor can their craft runes. However, the Rune Caster gives the party the ability to have one use magical items from the very beginning. Though I doubt a lower level Rune Caster would deprive himself of too many of his precious runes.
