As the priests of Zilchus would certainly want to keep close to the centre of power, sending invitations to the Oligarchs - without the need for a suitable donation - makes perfect sense.
Probably the heads of other major organisations might be invited as well... it's unknown whether the Patriarch of Pelor would attend, though.
