My own opinions on the matter have been tainted by Jason Farina's recent work on Dwurven magical transport tunnels. If I was left to devise a nonmagical alternative, I would go in a completely unexpected direction -- carrier pigeons. Who would expect that from dwarves, and thus, what better method to conceal hidden messages? Every large, underground, dwarven community would have at least one aboveground tower/aviary where the Birdkeepers would be responsible for maintaining contact with the nearest community's Birdkeepers, and so on...
