    1) Why is he a seasoned fighter at 17?

Well, in my campaign, especially since the wars, boys are considered men, and send off to die for their kings, at the ripe old age of 14. So it would be quite possible for a warrior type to be 'seasoned' by the time they are 17. Even for the non-warrior class, commoners, experts and aristocrats would all skew young in the Flanaess right now IMO, as the teenagers aree forced to fill positions left open by the adults who died in the wars. Of course, classes like wizards and clerics that require a lot more training and dedication will probably still require their practitioner to be around 18-20 before hitting 1st level, but the more mundane classes could easily start their career at 14 or 15 and be experienced by the time they hit 18.
