I agree with the above sentiments and also want to add in my own personal spin as to why the best navy has to go to the men in red.
IMC, I have a Sahuagin Empire - Scarlet Brotherhood alliance in the works, making the Brotherhood's navy a surface and submarine threat. This, when combined with the Brotherhood taking over the Lordship of the Isles and the Sea Princes, makes them have the greatest navy in both numbers and in experience. But Keoland is working hard to make up the difference in at least a local area.
