    GVD, a couple of your points are highly argueable, and although I can understand your point of view, I do not share your vision.

    Personally, I would front the Brotherhood as #1, The Barbarian nations as #2, and #3 is a toss up. The Sea Barons would be a viable canidate if they strayed from piracy and unified as an organized military (navy.) Rel Astra, with it's riches could probably be a contender if they wanted to be. Hardby and Safeton, along with the Pomarj, are constantly dwindling eachother's numbers.

    This I think is where Furyondy comes in. Keep in mind, without Greyhawk's "behind the scenes" aid, they would be nothing navally. Their native funds cover army units first.

    Economically, the Brotherhood blockade has a much more significant, Flanaess-wide, role than Furyondy could ever hope to control. The whole chain of the Eastern Flanaess is forced to trade via slow land routes across enemy territory, whether it be through Ahlissa, Nyrond, or the Urnsts. Furthermore, land routes are just a pain in the ass with their hills, forests, and mountains everywhere.

    The Vesve is a better resource for shipbuilding than the whole of the Tilvanot Peninsula, Amedio Jungle, and Hepmonaland? That's simply not possible... a point I think you may have missed.

    On size and execution alone, I can't call it any other way than the Brotherhood.
