Depends on what you mean by "future". Fan content has always existed and always will. But its circulation is never going to be that extensive, nor is it going to be anything resembling coherent (not that GH is, particularly, in the first place).

If you mean who will do most of the new product work on GH in the future, well, the answer is the same as in the past: the fans. Far more stuff has been created and posted by fans than ever was done by the game company.

If by development you meanf a broadly coherent advancement of the world that has wide acceptance, the best bet is Dungeon Magazine. Despite the current WotC management stance.

I don't think we'll see another GH sourcebook put out or anything of that sort, so that rules out most of the other options. And I think the LG option is just a variation on the "fan produced" option. Though if WotC does at a some point rehabilitate GH, it'll likely treat the LG material with greater favor than other fan material.
